Disable NetworkManager powersave to avoid RTW89 jittery ping

Create a file in the /etc/NetworkManager/conf.d directory

wifi-powersave-off.conf

[connection]
wifi.powersave = 2

Now the Realtek Wifi adapter will have stable pings.
